Police-Community Relations Advisory Board

In July 2007 the City formed a volunteer Police-Community Relations Advisory Board, as a means to review crime-related, public safety, or other quality of life issues, and as a mechanism for the public to request services, recommend legislation, or otherwise address public concerns. In October 2007 the board conducted numerous public workshops. In January 2008 the board issued a Report to the Community (pdf, 109K) on the concerns raised, actions being taken by the police department, and steps the community can take to assist.

 

Operation Impact

Operation IMPACT (Integrated Municipal Police Anti-Crime Teams) is a partnership of law-enforcement and related criminal justice agencies formed on the state-level and aimed at reducing crime through the implementation of several reduction initiatives. Our partners in this initiative are:

Partners meeting monthly to review crime trends and develop tactics. Special emphasis has been placed on regional information sharing of both crime information from the City of Newburgh Police Department's crime analyst and intelligence sharing from the Field Intelligence officers of the partner agencies. The ultimate goal is to reduce crime, especially violent crime, in the City of Newburgh.

 

Neighborhood Enhancement / Neighborhood Stabilization Team

This unit was formed in November 2003. Despite its overwhelming success, it was disbanded due to budgetary constraints and manpower issues in late 2007. However, the unit was revitalized in the Summer of 2008 due in part to funding from the New York State Department of Criminal Justice Services Operation IMPACT program. IMPACT funding pays for two police officers and the City of Newburgh Police Department has absorded the cost of the other positions.

 

This unit consists of five (5) highly motivated and experienced police officers focusing on street-level offenses, including "Quality of Life" crimes. The unit responds to community complaints, and develops flexible strategies for reducing criminal activity. They act on information from the Police Information Analysis Unit to target their activity in the areas of the City most in need of their efforts. They also work with other IMPACT partners and Department units during the course of their duties.

 

Weed & Seed

The federal Weed & Seed project is a comprehensive multi-agency approach to combating violent crime, drug use and gang activity within the northeast quadrant of the City of Newburgh. The goal is to "weed out" crime and then to "seed" the targeted area with a wide range of crime, drug prevention programs and human service agency resources to prevent crime from reoccurring. The strategy emphasizes the importance of community involvement in combating the problems of drugs and crime. Residents, business owners and others with interest in the target area are encouraged to become involved in reducing the problems, and improving the neighborhood overall.

 

Youth Violence Reduction Strategy

This state-sponsored project provides funding for crime reduction initiatives aimed at gang, drug and gun-related violence committed by those offenders who are under the age of sixteen (16). There are several facets of this program, including but not limited to the police-probation "Operation Night-Owl" project, as well as targeted problem area enforcement.

 

Operation Cease-Fire

In September 2005, the City of Newburgh launched an innovative program called Operation Cease-Fire.
