The starting point of the Sustainable Master Plan came from a set of "Focus Groups" — groups of volunteer citizen stakeholders, who received training on the planning process and committed to meet together study a particular area vital to Newburgh's sustainable master plan.
From September 2005 until June 2006, the Focus Groups met each month to assess resources, identify needs, and set goals for their area of concentration. In addition, all stakeholders met once a month in a general meeting to hear speakers on various subjects and to share insights, concerns, tips, and goals.
The work of these focus groups will now become part of a collective vision for Newburgh in the year 2040.
