Jean-Ann McGrane is the City Manager for the City of Newburgh. As the first female City Manager in the City’s history, her priority has been to revitalize Newburgh, by initiating programs to take back the streets and clean up the neighborhoods including: Operation Impact, Operation Ceasefire, Block Pride and the "Clean and Green" campaign. Ms. McGrane also initiated the Sustainable Master Plan process and the waterfront redevelopment effort.

Ms. McGrane previously served as Founder and President of J.A. McGrane and Associates, an organization instrumental in creating ongoing partnerships addressing conservation, economic development, and public health issues. She was also the Regional Director for the New York State Department of Environmental Conservation, Hudson Valley Office, and Assistant Vice President for New York City Health and Hospitals Corporation (HHC).

Ms. McGrane earned her Bachelor of Arts from Wellesley College, a Masters of Science from University of Illinois School of Public Health, and Juris Doctor from Rutgers University School of Law.
