Community Accountability Board

 
 

Volunteer Description

Members of the CAB will participate in restorative conferencing between victims, offenders and their families in order to repair harm caused by crime. CAM members join a consensus-building process, focusing on three main principles:
  • community safety
  • competency
  • offender accountability
resulting in a time-limited case plan to repair harm.

Length of commitment

Minimum: 12 months

Time commitment

8-16 hours initial training, then 6-10 hours/month

Requirements

The following knowledge and skills are needed:
  • Reside or work in target neighborhood
  • Knowledge of/or willingness to familiarize self with neighborhood and county-wide resources
  • Desire to become involved in neighborhood
  • Works well with others
  • Good communication and interpersonal skills
  • Ability to maintain impartiality
  • Ability to work independently
  • Available for night meetings and weekend events

Training

  • Orientation
  • Juvenile and Criminal Justice Systems
  • Community resources and initiatives
Additional training will be available as needed, including the training of facilitators to conduct restorative conferences.


 

As part of the City’s broader Youth Violence Reduction Strategy, the Community Accountability Board is designed to engage the community in addressing the harm caused by youth crime. The intent is to hold young people accountable to their community, neighborhood and victims.

Desired Composition of the Volunteer Board

The model calls for a diverse board made up of Newburgh residents who have both an interest in and a commitment to youth. This may include, but is not limited to:

  • Neighborhood residents
  • Community-based providers
  • Code enforcement
  • Neighborhood business owners/leaders
  • Faith-based providers
  • Law enforcement officers

To ensure the safety of our young people, all prospective volunteers will be subject to a criminal history back ground check. Previous involvement with the criminal justice system does not preclude one’s involvement; however candidates with outstanding warrants, open criminal cases or a history of crimes against children or vulnerable adults will not be permitted to serve.

Particular attention will be given to recruiting volunteers who are bilingual or have significant connections to the immigrant community. In addition, we are actively inviting older youth between the ages of 18-21 to serve.

Connection to our Youth Violence Reduction Strategy

The CAB is an integral part of the City of Newburgh’s Youth Violence Reduction Strategy and represents a community-driven, collaborative approach to addressing youth crime. The CAB serves as an extension of the partnership between the City of Newburgh’s Police Department, Executive Office and Department of Children, Youth and Family Services; Orange County’s Probation Department, Department of Social Services and Attorney’s Office and the Dispute Resolution Center.
